California Spay Neuter bill? I’ve mentioned this issue before and the underlying problem is enforcement of current laws. This bill is poorly written and without funding and staffing to enforce current programs pet overpopulation issues will remain AND the bill will target the wrong people…I’d rather see early pet parenting education and funding for that education.
